WIP: hotline#97400 : Newsletter : Sending only once the newsletter to each email
requested to merge hotline#97400_probleme_envoi_newsletter_message_erreur_nombre_destinataires into hotline
This patch is to prevent the same email to be recorded in dispatch table multiple times. Previously, if user 101 and 110 had the same emails, both would be stored in dispatch table. And emails sent was not really the same as the number of entries in the dispatch table.
