dev #138695 : new unique identifiers to direct acces viewnotice
requested to merge dev#138695_contractuel_ensa_insa_rebondir_sur_une_notice_bokeh_via_un_identifiant_unique_comme_le_ppn into master
- data profile identifiers mapping, edit and save
- add table, storm model and create identifier in phase notice
- recherche/viewnotice can used param identifiers type
- add migration script
- add validation and unicity checks
- delete old identifiers before insert
- add adminvar for default identifiers type
