dev #138695 : new unique identifiers to direct acces viewnotice 

 * data profile identifiers mapping, edit and save
 * add table, storm model and create identifier in phase notice
 * recherche/viewnotice can used param identifiers type
 * add migration script
 * add validation and unicity checks
 * delete old identifiers before insert
 * add adminvar for default identifiers type
